FINANCIAL SUPPORT FOR IDENTIFICATION OF NEW POTENTIAL SHP SITES & PREPARATION OF STATE PERSPECTIVE PLAN

 

1.         As there is still an unidentified potential of about 5000 MW in the country, it is proposed to provide financial support to the States for identification of new potential sites and preparation of a Perspective Plan for SHP development in their respective State.

 The Ministry will provide a financial support for the overall estimation of potential in a State, identification of new potential SHP sites and for the preparation of a Perspective Plan as per the following details: 

 

States / UTs

 

 

Assessment of total potential in the State, Preparation of Perspective Plan and

Identification of upto 50 new sites

Identification of more than 50 new sites

50% of Proposed Cost limited to :-

N.E.Region, Sikkim, J & K, H.P. & Uttaranchal( Special Category States )

 Rs. 22.50 lakhs

 Rs. 30.00 lakhs

 Other States/Uts

 Rs. 15.00 lakhs

 Rs. 22.50 lakhs

Eligibility Criteria

 2.                   The above financial support for identification of new potential SHP sites and preparation of ‘Perspective Plan’ is only applicable to the Government Department/ SEB/Nodal Agency of the States/UTs responsible for the development of SHP projects in the State/UT.

 3.                   This will be a one time financial support to the State/UT.

 4.                   The above financial support will be available for the works to be done after submission of the proposal & its approval by the Ministry. Similar works already carried out in the States/UTs will not be eligible for support under the Scheme.

 Procedure for Availing Financial Support:

 5.                   The Government Department/SEB/Nodal Agency of the States/UTs should submit their proposal giving item-wise details of the work to be carried out and break up of estimated cost of the project as per format (Proforma A-I).

6.                   The proposal should be submitted to the Ministry before the commencement of the work which may be taken up only once the approval is received from the Ministry.

 7.                   The Ministry will examine the proposal and approve the same on the basis of overall viability of the proposal, fulfillment of general terms & conditions and availability of funds.

 Pattern of Releases

 8.         The financial support for carrying out identification of new potential SHP sites and preparation of Perspective Plan would be released to the Implementing Agency of the State/UT as per the following pattern : - 

l                    20% of the approved support to be released as advance, with the sanction.

l                    40% of the approved support to be released as advance, on submission of ‘Preliminary Report’ after identification of new potential sites in the State/UT, UC as per format (Proforma P) for the above released amount & Statement of Expenditure.

 l                    40% of the remaining approved support to be released on receipt of Final Report, submission of UCs and taking into account the actual expenditure based on audited accounts statement.
