 1.1    Introduction

Biogas is a clean and efficient fuel. It contains about 65 per cent methane, about 34 percent carbon dioxide and traces of other gases, such as hydrogen sulphide and ammonia.  Biogas is produced when organic materials, such as cattle dung, are digested in the absence of air, in `Biogas Plant'. 

 The Central Sector Scheme on National Biogas Programme, which mainly caters to setting up of family type biogas plants, has been under implementation since 1981-82. National Biogas and Manure Management Programme provides for central subsidy in fixed amounts, turn-key job fee linked with three years’ free maintenance warranty; financial support for repair of old-non functional plants; training of users, masons, entrepreneurs, etc.; publicity and extension; service charges or staff support; State level Biogas Development and Training Centres (BDTC); (fixed amount of CFA to institutional biogas plants); financial support for institutions for cattle dung based power generation plants; etc 

1.2.     Objectives

The objectives of programme are as follows:-

(i)    To provide fuel for cooking purposes and organic manure to rural households through family type biogas plants; 

(ii)    To  mitigate  drudgery of rural women, reduce pressure on  forests and accentuate social benefits; 

(iii)    To improve sanitation in  villages  by  linking  sanitary  toilets with biogas plants.

 

2.     Potential and Achievement

A cumulative total of 3.93 million family type biogas plants have been set up in the country against estimated potential of 12 million plants. State-wise information on achievement vis-à-vis potential is given in Annexure-I.

 3.   Technology

 Approved designs of family type biogas plants           

 i)            Following models of biogas plants are approved for promotion:

iii)            Applications

Cooking            :        Biogas can be used in a specially designed burner for cooking. A biogas plant of 2 cu.m. capacity is sufficient for providing cooking fuel to a family.

Lighting              :     Gas lamps can be fueled by biogas. The requirement of gas   for powering a 100 candle lamp (60 W) is 0.13 cu.m. per hour.

Power Generation :  Biogas can be used to operate a dual fuel engine and can replace upto 80% of   diesel.

 

4            Implementing agencies  

The programme is implemented by State Nodal Departments / Agencies and Khadi and Village Industries Commission (KVIC), Mumbai.

 (ii)   Turn-Key Job Fee :  The amount of  turn-key job fee is Rs. 800/- per plant  for North-Eastern Region States (excluding the plain areas of Assam), Sikkim, Jammu and Kashmir, Himachal Pradesh,  other notified hilly areas and Andaman and Nicobar Islands. For other areas the rate is Rs.700/- per plant.

(iii)   Household toilet linked plants :  An additional Central Subsidy of Rs.500/- per plant is given for linking the cattle dung based plant  with  a sanitary toilet,  wherever feasible.

(iv)   Repair charges for old non-functional plants:  Financial support is given up to a maximum of 50 per cent of the rate of Central subsidy as applicable for a given category of beneficiary and area for repair of plants, which have been used for a period of at least five years and have developed structural defects.  

(v)    Service charges  and staff support :  The rates of  service charges are linked with a given target range allocated to States and agencies, except  North Eastern Region States, Sikkim and Jammu and Kashmir, where full financial support is given for the staff  sanctioned  for the State Headquarters and  selected districts.  The rates of service charges applicable for 2002-03 are mentioned below :-

        State Level Biogas Development and Training Centres are functioning at: (i) Bangalore ( Karanataka),  (ii) Coimbatore (Tamilnadu), (iii) Indore (Madhya Pradesh), (iv) Kharagpur (West Bengal), (v) Lucknow (Uttar Pradesh), (vi) Ludhiana (Punjab), (vii) Palampur (Himachal Pradesh), (viii) Pantnagar  (Uttaranchal) and (ix) Udaipur ( Rajasthan) and (x) IIT, Guwahati for providing technical, training and publicity support to State nodal departments and programme implementing agencies.

6.     Programme during Tenth Plan

Promotion of biogas plants continued during the X Plan.  A target of setting up of 10.00 lakh family type biogas plants has been fixed with a plan outlay of Rs.350.00 crore.  Year-wise achievements vis-a-vis targets and budget- expenditure during 2002-03  to 2006-07  is given below:

8.     Monitoring

A three-tier monitoring system exists, which consists of self-reporting by State Governments and agencies involving 100 per cent physical verification of biogas plants at the block level and random basis verification by State nodal departments and implementing agencies.  The second-tier involves filed inspection on random basis by the Regional Offices of the Ministry.  

9.       Evaluation studies

At the instance of the Ministry, a diagnostic survey study on National Project on Biogas Development has been conducted in 2001-02 by the Programme Evaluation Organisation (PEO), Planning Commission. The study covered a sample of 615 plants  set up during the years 1995-96 to 1999-2000 in 19 States, namely, Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, Gujarat, Haryana, Himachal Pradesh, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Meghalaya, Orissa, Punjab, Rajasthan, Sikkim, Tamilnadu, Uttar Pradesh and West Bengal. The report received in  May, 2002, indicated that about   81 per cent plants were commissioned, 6 per cent plants were lying un-commissioned, 4 per cent plants were  incomplete and 9 per cent plants were dismantled. Out of the commissioned plants, only 66 per cent plants were found in use.

The Indian Institute of Technology, Delhi was assigned a study entitled,  “Determining the extent of installation and impact assessment study of MNES supported programmes relating to improved chulhas, family type biogas plants and  community, institutional and night soil based biogas plants in  four selected States, namely, Andhra Pradesh, Karnataka, Madhya Pradesh and Uttar Pradesh” in January, 2002.  The primary survey was based on structured questionnaire for two respondent categories  i.e. State nodal department/nodal agencies and beneficiaries. It covered a sample of  3755 biogas plants  set up during   1996-97 to 2000-01 in 367 villages selected from 28 districts of the four States.  Report on the first part of the study on determining the extent of installation  received in August, 2002 indicated that on an overall average basis 77 per cent of plants were functional, 19 per cent plants were non-functional, 4 per cent  were not installed and dismantled.
