Subject: Empanelment of manufacturers of evacuated tube collector based solar water heating systems for the purpose of MNRE programmes
The scheme for empanelment of manufacturers of Evacuated Tube Collectors (ETCs) based solar water heating systems for the purpose of MNRE programmes has been reviewed recently in the Ministry. While maintaining that the manufacturers shall import no components other than ETCs, empanelment is decided to be considered in the following two categories for providing greater transparency about their capabilities and operations:-
a. Category 1: The manufacturer should manufacture hot water storage tank and the balance of system in-house.
b. Category 2: Some of the components of the solar water heating systems may be procured indigenously. However, ownership of such systems for the purpose of guarantees/warrantees will remain with the manufacturer.
2. Based on the revised guidelines for empanelment, the lists of empanelled manufacturers in the two categories after incorporating new manufacturers and renewal cases are given at Annexure I & II. These lists are also available on this Ministry’s website.
3. The conditions for empanelment are as follows:
a) Technical specifications of ETCs and balance of system shall not be changed. In case of a change in the technical specifications, the manufacturer will get his system tested afresh and a new application for empanelment needs to be made to this Ministry.
b) The duration of empanelment will generally be two years from the date of empanelment, or, as indicated in the Order.
c) The product supplied by the manufacturer may be picked up from the market or his premises for the purpose of verification by a MNRE appointed Committee. In case, there is deviation with respect to the specifications approved at the time of empanelment, the following penalties will be imposed:
· First Time Offence: A warning to the manufacturer with obligation of replacement of all deficient systems at his own cost.
· Second Time Offence: Debar from MNRE empanelment for a period of one year. For further empanelment, his application will be treated as fresh application.
· Subsequent Offence: Permanent debar from MNRE empanelment.
d) The Committee for inspection may comprise representatives of the RTCs, manufacturers’ associations, User Organizations, or others as specified by the Ministry.
e) The manufacturer will provide a list of clients (along with contact numbers) and the same may also be posted on their website along with photographs on quarterly basis.
f) The following information/data will be provided to the Ministry on quarterly basis for monitoring purposes:
· total number of ETCs imported
· total number of systems installed
· total collector area installed
4. The manufacturer may submit application for renewal of empanelment to this Ministry at least one month before the expiry of the period of empanelment. A new test report on the performance of solar water heating system from one of the RTCs or SEC shall be provided along with the application for renewal. Other conditions of renewal will be as follows:
a) The renewal of empanelment shall be considered based on the satisfaction of the Ministry regarding performance of the manufacturer in the field. It will, however, be necessary for renewal that the total area of solar collectors installed per year will not be less than 500 square meter.
b) In case, no application is made for renewal, the name of the concerned manufacturer will automatically be removed from the MNRE list, and the Ministry will not be responsible for the loss caused, if any, on this account.
5. The guidelines for broad specifications of the ETC based solar water heating systems shall be followed as issued by the Ministry from time to time.
