RENEWABLE ENERGY PARK SCHEME
The Renewable Energy Park Scheme was started in 1994-95 under the Special Area Demonstration Programme. The main objective of the Renewable Energy Park Scheme is to create awareness, publicity and provide an opportunity to the students / teachers and rural and urban masses about the use and benefits of the renewable energy by demonstrating new and renewable energy systems and devices by demonstrating working systems, cut models, L E D models, blow ups etc.
Two types of Renewable Energy Parks are being supported under this scheme namely District Level Renewable Energy Parks(DLEP) and State Level Renewable Energy Parks(SLEP). DLEPs are set up at Educational Institutions, Krishi Vigyan Kendras, Registered Consumer Forums, registered NGOs with facilities for Science and Environment Education and public places where there is large inflow of public. SLEP is set up in a State at a location where large flow of people and tourists takes place every day.
The scheme provides for two DLEPs in a District and one SLEP per State. The programme provides Central Financial Assistance(CFA) up to Rs.10.00 lakhs for a DLEP. The balance is contributed by the institutions concerned. However, in the case of North Eastern States, including Sikkim and Ladakh region the cost of the energy systems and devices is shared between MNES and the concerned State in 90:10 ratio for DLEPs. In the case of Corporate and Industry Associations also, the procurement and installation cost of the energy systems and devices of the DLEP is shared between MNES and the institution on a 50:50 basis. For SLEP, 100% cost (limiting to Rs. 1.00 crore) of procurement and installation of various energy systems and devices in the park are borne by the Ministry, while all other costs relating to infrastructure development, civil work, land etc. are met by the State concerned.
The Renewable Energy Parks have been found quite successful in demonstrating NRSE systems and technology creating awareness among target groups and more or less self sustained in recurring cost. The evaluation reports submitted by the independent agencies revealed that the Renewable Energy Park Schemes have created good level of awareness and publicity not only to the people concerned with the institutions but to the masses residing in the nearby areas. The reports also indicated that the Scheme has helped in dissemination of information on renewable energy technologies.
A typical district level energy park may include energy systems/devices such as, improved chulhas (fixed/portable type); solar photovoltaic (SPV) street lights; domestic lights and solar lanterns; solar water heating systems, solar cookers, solar stills, biogas plant, solar PV radio, solar PV power plant, a solar PV colour television, a solar PV pump, a solar drier, a biomass gasifier and a wind pump.
Mode of Implementation
The implementation of the Renewable Energy Park programme is carried out through State Nodal Agencies. The SNAs and the beneficiary organizations are responsible for operation and maintenance of the systems and devices installed in these locations and training to the O&M staff. They also assist the organizations in preparing the report, ensuring procurement and installation and monitoring of the systems for the State and District level Renewable Energy Parks and submit periodic reports, impart training etc.
Achievement
Under the Scheme, the Ministry has so far supported 26 State level Renewable Energy Parks and 478 district level Renewable Energy Parks in 32 States/Union Territories. So far, 14 State level Renewable Energy Parks and 232 district level Renewable Energy Parks have been completed. Out of 610 Districts, 337 districts have so far been covered and 273 districts have yet to be covered. State-wise break-up of the Renewable Energy Parks supported so far is given in Annexure-I.
